With significant open interest in both, the action is possibly closing or a roll. Or, it is possibly bearish spread on concerns about the outlook for overseas markets when they resume trading Monday. November options expire next week. EFA January 2010 puts at the 30 strike are also active after an investor bought 7,500 contracts for $3.65 (tied to shares at $42.00, 20 Delta).
